In a large pot over medium heat, melt the butter or heat the olive oil. Add minced garlic and sauté until fragrant—about 1 minute.
Add the pasta into the pot along with milk, water, salt, black pepper, and Italian seasoning. Stir everything together until well combined. Bring it to a gentle simmer and let it cook according to package instructions until al dente.
Once the pasta is cooked and most of the liquid has been absorbed, remove it from heat. Stir in freshly grated Parmesan cheese until melted and fully incorporated. If you’re using cream cheese or sour cream for extra creaminess, add that now too!
Serve hot right from the pot! If desired, garnish with chopped parsley or basil.
